With reference to War Office letter

No.16/Estimates/683 (F.1.) dated 13th February, 1931, I am commanded by the Army Council to forward the enclosed statements A to D relative to the Military Contribution payable by the Colony of Hong Kong.

It will be seen from Statement C enclosed that the contribution based on the actual revenue of the Colony in respect of the financial year 1st April, 1930 to 31st March, 1931, amounted to $4,448,288.64, as compared with the provisional contribution of $4,267,074.95 notified in the letter mentioned above.

The cost of the Garrison for that year therefore exceeded the amount of the contribution, converted into sterling at the official rates of exchange current when paid, by £499,820 (vide Statement D).

With regard to the financial year 1st April, 1931, to 31st March, 1932, Statements A and B show respectively the cost of the garrison and the amount of the Military Contribution (Provisional) based on the estimated revenue in respect of that year. It will be seen that the cost of the Garrison exceeded the provisional contribution, converted into sterling at the official rates of exchange current when paid, by £431,455.
